John O’Brien – OPM

John O’Brien is the Director of Health Care and Insurance at the Office of Personnel Management (OPM). In this position he oversees the insurance programs for Federal employees including the Federal Employees Health Benefit (FEHB) program, which provides health insurance to over eight million Federal employees, retirees, and their dependents. In addition, he leads the team implementing OPM’s responsibilities under the Affordable Care Act (ACA). These include the development of multi-state plans for state exchanges and allowing employees of tribes and tribal organizations to purchase health and life insurance through the Federal system.

From 2007 to 2009, he helped oversee the State of Maryland’s unique all-payer hospital rate setting system as the Deputy Director for Research and Methodology at the Maryland Health Services Cost Review Commission (HSCRC). From 1997 to 2007, he was the Director of Acute Care Policy at the University of Maryland, Baltimore County (UMBC) Hilltop Institute where his work focused on the management and oversight of Medicaid managed care plans. Mr. O’Brien was a 2005 recipient of an Ian Axford Fellowship in Public Policy under which he studied health system performance measurement in New Zealand. He has a Master Degree in Public Administration from Syracuse University.
