Dustin has worked for the CMS Innovation Center for over six years, gaining expertise in Medicare and Medicaid health care transformation goals and activities, policy analysis, value-based payment models and measurement, rural issues, data sharing, and learning networks. Dustin has worked on the Health Care Payment Learning and Action Network since it started in 2015 as the CMS staff lead for the APM Framework, the annual national APM measurement effort, and the current collaborative effort to develop a Roadmap for Driving High Performance in Alternative Payment Models.

After graduating from Brigham Young University in 2003 with a BA in Philosophy, he served as a Utah state trooper in Salt Lake County and as an Army engineer officer in the Utah National Guard, serving a tour in Iraq as a convoy security platoon leader in 2007. After Iraq, Dustin returned to school to earn graduate degrees in law and business from the College of William & Mary in 2012.
