Project Director, Ohio Medicaid’s Payment Innovation Initiatives

Karin Hoyt has been with the Ohio Department of Medicaid (ODM) since 2014 and currently serves as the project director for Ohio Medicaid’s payment innovation initiatives. She is responsible for Medicaid oversight of Ohio’s $75 million Center for Medicare & Medicaid Innovation (CMMI) State Innovation Model (SIM) award, which includes the development of episode-based payments and patient-centered medical homes, as well as Ohio Medicaid’s participation in the Centers for Medicare & Medicaid Services (CMS) Comprehensive Primary Care Initiative (CPCi) and Comprehensive Primary Care Plus (CPC+) program.

Prior to this role, Ms. Hoyt lead ODM’s behavioral health reform efforts in collaboration with the Governor’s Office of Health Transformation and the Ohio Department of Mental Health and Addiction Services. Additionally, she managed general Medicaid policy for the agency. Ms. Hoyt also served the Ohio Department of Developmental Disabilities for over 10 years, where she was in charge of developing, reviewing and analyzing Medicaid home and community-based waiver rates and related policy, as well as providing fiscal oversight, budgeting, compliance and reporting for federal grants.

Ms. Hoyt was a senior consultant with Health Management Associates, Inc. before starting her career in public service, where she was responsible for developing, implementing and evaluating publicly-funded programs for state agencies, public and private health systems, and non-profits.

Ms. Hoyt earned a master of arts in public policy and management from The Ohio State University and a bachelor of arts in public policy from James Madison College at Michigan State University.
