Elizabeth Kasper (North Carolina Medicaid) Elizabeth Kasper is the Special Policy Advisor for Alternative Payment Models at North Carolina Medicaid. In this role, she works with external and internal stakeholders to support the design and implementation of value-based payment models and policies that advance NC Medicaid’s priorities and directs the strategic and contractual requirements for NC Medicaid managed care plans’ advanced payment model programs. Prior to her work at Medicaid, Liz administered a Medicare ACO of federally qualified health centers. Her 20-year career in health policy and health services research has also included work with health quality and public health measures, Medicaid clinical policy, and pharmaceutical regulation and reimbursement. Liz holds a Master of Science in Public Health from the University of North Carolina at Chapel Hill and a BA from Oberlin College.
